百年奋斗铸就辉煌，兼济天下共谋发展——檀勍生临时代办在“中国共产党对现代中国的作用”线上论坛的讲话

　　6月30日，驻菲律宾使馆临时代办檀勍生出席菲中了解协会举办的“中国共产党对现代中国的作用”线上论坛，并发表题为“百年奋斗铸就辉煌，兼济天下共谋发展”的主旨演讲。全文如下：
　　今天，我们将迎来中国共产党成立100周年纪念日。一百年来，中国共产党在内忧外患中诞生、在磨难挫折中成长、在攻坚克难中壮大，由一个只有五十几名党员的小党，发展成为拥有9500多万党员的世界上最大的马克思主义执政党。一百年来，中国共产党坚持为人民谋幸福、为民族谋复兴、为世界谋大同，创造了“当惊世界殊”的发展奇迹。
　　一是国家面貌翻天覆地。在中国共产党领导下，中国仅仅用几十年时间就走完了西方发达国家几百年走过的工业化历程，建立了世界上门类最全的现代工业体系，成为世界第二大经济体、第一大货物贸易国，开创了“人类历史上最宏大的经济革命”。基础设施建设快速发展，目前高铁总里程达3万公里，超过世界高铁总里程的三分之二。近8亿人口实现脱贫，占同期全球减贫人口的70%以上，为世界减贫事业作出重要贡献。
　　二是制度体系高效运转。在中国共产党领导下，中国成功探索出一条行之有效的发展道路，结合自身国情建立了人民代表大会制度、多党合作和政治协商制度、民族区域自治制度和基层群众自治制度。这既为中国人民带来了日新月异的幸福生活，也拓展了发展中国家走向现代化的途径，给世界上想要加快发展又保持独立性的国家和民族提供了全新选择。
　　三是大国担当兼济天下。在中国共产党领导下，中国致力于构建人类命运共同体，始终是推动世界和平、发展与进步的重要力量。中国是联合国第二大维和摊款国和会费国，是安理会常任理事国中第一大出兵国，先后参加25项维和行动、累计派遣逾4万维和官兵。2008年以来中国吸收了最不发达国家25%的出口，是G20成员中落实“暂缓最贫困国家债务偿付倡议”金额最大的国家。面对新冠肺炎疫情，中国克服自身困难向150多个国家和13个国际组织提供抗疫物资援助，累计向全球供应4亿多剂疫苗。
　　“看似寻常最奇崛，成如容易却艰辛。”这些成就的取得绝非偶然，而是蕴藏着历史的必然。在我看来，中国共产党的成功秘诀主要有以下几方面：
　　一是践行人民至上的初心使命。中国共产党始终坚持以人民利益为中心，全心全意为人民服务，是代表中国人民和中华民族利益的政党。“为人民服务”这五个大字至今镌刻在中共中央办公地中南海新华门影壁上。这是中国共产党获得人民爱戴拥护、获得执政力量源泉的根本原因。美国哈佛大学调查报告显示，中国人民在2003年至2016年间对中央政府满意度高达93.1%。加拿大约克大学一项研究表明，疫情后中国人民对政府信任度达到惊人的98%。
　　二是发挥治理效能的独特优势。中国共产党坚持民主集中制的基本原则，决策过程科学民主，执行过程坚决有力，重大政策保持连续性和稳定性。1953年以来，中国连续制定了14个五年规划（计划），“一张蓝图绘到底”，有力指导了国民经济和社会发展。社会主义制度具有集中力量办大事的优势，在短时间内完成重大工程建设、重大科技攻关、应对重大风险挑战。无论是建设港珠澳大桥、嫦娥探月等宏伟工程，还是在抗疫过程中交出出色答卷，均是成功例证。
　　三是坚持符合国情的道路探索。中国共产党打破教条主义藩篱，在未知和困难中摸索前进，结合中国发展实际，走出一条符合中国国情的正确道路。无论是在革命战争年代毛泽东同志提出的“农村包围城市”、“枪杆子里出政权”，还是邓小平同志作出实行改革开放的历史性决策，以及习近平同志坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化，均是中国共产党坚持实事求是、合乎时代潮流，不断推进中国革命、建设、改革的伟大探索与实践。
　　四是秉持开放包容的合作姿态。中国共产党永葆兼收并蓄的生机活力，不断吸收人类社会创造的一切文明成果，学习借鉴国际先进经验，在相互尊重、公平正义、合作共赢基础上同世界各国政党和人民开展广泛交流合作。中国共产党不谋求“输出”中国模式，不会要求别国“复制”中国的做法。我们通过中国自身发展给世界创造更多机遇，也在推动全球共同发展中实现自身更大进步。
　　读懂今天的中国，必须读懂中国共产党。没有共产党就没有新中国和新中国的今天。站在建党百年的历史新起点上，中国共产党将继续带领中国人民朝着第二个百年奋斗目标奋勇前进，并为建设持久和平、普遍安全、共同繁荣、开放包容、清洁美丽的世界贡献力量。中国愿拓展同包括菲律宾在内的各国友好合作，共同构建人类命运共同体。我们也愿与菲律宾各政党继续开展党际交流，分享治国理政经验。相信在我们的共同努力下，中菲将携手走向更加美好的未来。

Celebrating the Centenary Anniversary of

the Communist Party of China

　　
On July 1st, the CPC will celebrate its centenary anniversary. Over the last century, the Party has grown from a small party with around fifty members to the world’s largest Marxist ruling party with more than 95 million members. The past century has also witnessed the breathtaking development of China under the leadership of the CPC.

China has realized tremendous transformation. Under the leadership of CPC, China has achieved its industrialization in just a few decades that took developed Western countries several centuries, hailed as “the greatest economic revolution in the history of mankind”. China now stands as the world’s second largest economy and the largest trader of goods. Remarkable achievements have been made in infrastructure. For instance, China’s high-speed rail has reached a mileage of 30,000 kilometers, more than two-thirds of the world’s total. Besides, China has lifted as many as 800 million people out of poverty, more than 70 percent of the global total, making great contribution to the world poverty reduction course.

China has established highly efficient governance system. Among others, the systems of people’s congresses, CPC-led multiparty cooperation and political consultation, regional ethnic autonomy, and self-governance at the grass-root level are successful examples. In light of China’s circumstances, the governance system has proved to be very effective by massively improving the Chinese people’s lives. For the world at large, it has also blazed a new trail of modernization for developing countries.

China has worked hard for the common good of the world. Committed to building a community with a shared future for mankind, China has always been an active promoter for peace, development and progress of the world. China has become the largest contributor of peacekeepers among the permanent members of the UN Security Council and the second largest funding contributor to the UN peacekeeping operations. Over the past 20 years, China has contributed an average of nearly 30 percent to global growth annually. A quarter of least Developed Countries’ total export has flowed to China since 2008. Despite all the difficulties, China has provided assorted medical supplies to more than 150 countries and 13 international organizations to fight against COVID-19, including over 400 million doses of vaccines.

It is not by chance, but through sensible choice and arduous efforts, that all these remarkable achievements have been made. From my point of view, the CPC’s recipe for success mainly lies in the following elements.

First, the CPC has always put people first. The CPC is a party representing the overall interests of the Chinese people, rather than particular groups. “Serve the people”, as a motto, is not only physically inscribed on the screen-wall of Xinhua Gate at Zhongnanhai, office of the CPC Central Committee, but also deeply in the hearts of all Party members. The people-centered approach of the CPC has earned huge endorsement and trust of the Chinese people. Between 2003 and 2016, Harvard University has conducted eight surveys on China. According to its findings published in July 2020, 93.1 percent of the recipients are satisfied with the Chinese government. Besides, a survey conducted by York University of Canada last May showed that the effective handling of the COVID-19 pandemic in China has enhanced Chinese citizens’ confidence and trust in its government, which reached a record high of 98 percent. That is quite extraordinary by any measure in any country.

Second, the CPC has made the most of its governance system. The CPC has adhered to the principal of democratic centralism, emphasizing collective leadership and collective decision-making, so as to ensure informed decisions feasible and sustainable. In that spirit, China is able to pool national strength to carry out magnificent undertakings and overcome major adversities. And never since has China wavered in its conviction to turn the blueprint into reality. China has consecutively formulated 14 five-year plans since 1953, which has provided strong guidance to its national development. The public infrastructure improvement, scientific and technology breakthroughs, among others, all came as the outcome.

Third, the CPC has pioneered the path of development that fits China. Facing various difficulties and uncertainties, the Party does not just copy and paste any doctrine. Instead, it has fully reflected China’s own experience and finally blazed the right pathway for the nation. For example, Chairman Mao Zedong proposed the ways toward victory such as “encircling the cities from the countryside” and “seizing political power from the barrel of a gun”. Later on, Mr. Deng Xiaoping has made the historical policy decision on reform and opening up. President Xi Jinping has committed to improving the socialist system with Chinese characteristics, and modernizing China’s system and capacity for governance. Through these trials and practices, the Party has kept abreast with the times and led China to continuously achieve its goals in different periods.

The last but not the least, the CPC has adopted openness and inclusiveness. The Party has stayed vibrant and resilient by readily drawing on the achievements of other civilizations as well as advanced experiences from other countries. In the spirit of mutual trust, equity and justice, and win-win cooperation, the CPC has had extensive and profound exchanges with political parties and peoples around the world. China never copies others’ model, nor does China urge others to copy its way. The better China develops, the more it would benefit the world, by bringing ample strategic and economic opportunities for the world.

To understand China, it is essential to have a good knowledge of the CPC. Without the CPC, there would not be the founding of the People’s Republic of China nor the modern China. With the centenary anniversary as a brand-new starting point, the Party will lead the Chinese people to embark on a new journey toward greater development and common prosperity. China stands ready to deepen win-win cooperation with other countries, including the Philippines, to build a community with a shared future for mankind. The CPC will also continue to further exchanges with the political parties of the Philippines. I am confident that with our joint efforts, China and the Philippines will embrace a shared brighter future.
