Hi, disseminating pornographic materials online is not covered by right to free speech. In fact, there is the Anti Pornography and Obscenity Act signed by President Duterte in 2017 ( RA 9775). This is especially true if you are the owner, operator and administrator of the site. The act is considered criminal in nature and therefore, punishable by imprisonment.
However, the grey area here is that if your computer server is in the Philippines, but your target audience is outside of the country. Are these acts under the jurisdiction of Philippine law?
