Hi, the landlord wants to protect itself. if the landlord "returns" the deposit to you, then the first renter might go after the landlord since he was the one who paid for the deposit. The best way is to tell the landlord that you can sign a "waiver" that no other tenant will get back the deposit and that you guarantee you will return the deposit if somebody claims. Its a hard sell but you can try!
