在私人中介购一单间 房东要求，必须全额付款才可以办理转户手续，而且本人都不用去房产局这些，这边是这个行情吗？有经验的亲们，希望多给建议在线等！

Please check earlier threads.. You need to verify the authenticity of the title by securing a certified true copy of the title from Register of Deeds. Then, check whether or not the tax declaration was updated. Also, verify if the previous transaction was paid all necessary taxes i.e. secure CAR or certificate authorizing registration of the previous seller. Then pay all necessary capital gains, documentary stamp tax and registration fees. Secure new CAR. And go to the RD for new title. Just a brief summary..
