9月3日,中国驻菲律宾大使黄溪连出席中菲农业合作论坛,并发表题为“传承袁隆平院士精神,让中菲农业合作更多造福两国人民”的主旨演讲。全文如下:
尊敬的菲律宾前总统阿罗约阁下,尊敬的菲律宾前总统埃斯特拉达阁下,尊敬的菲律宾农业部部长达尔先生,尊敬的菲华商联总会林育庆理事长,女士们、先生们,下午好!感谢菲华商联总会精心组织今天的中菲农业合作论坛,让我有机会与中菲两国的朋友共同缅怀袁隆平院士,共话中菲农业合作。袁隆平院士一生致力于杂交水稻的研究、应用与推广,他使中国杂交水稻走向世界,并为中国粮食安全、农业科学发展、世界粮食供应作出了杰出贡献。特别值得一提的是,袁隆平院士与菲律宾有着深厚的特别情缘,他长期心系中菲农业合作,生前曾30余次访菲,推动中国杂交水稻技术走进菲律宾。可以说,袁院士是中菲两国三代人为实现“杂交水稻技术惠及东南亚热带国家”梦想而努力的故事,也是几十年来中菲农业合作的缩影。今天中菲两国共同缅怀袁院士,也是在向所有致力于中菲友好合作的人士致敬,意义非凡。中国杂交水稻走入菲的过程,有力促进了两国在农业领域的广泛合作。2016年,在习近平主席和杜特尔特总统的见证下,双方签署了《中菲农业合作行动计划》,两国农业合作进入了快车道,取得显著成效,呈现可喜势头。两国政府间农业合作项目硕果累累。技术合作方面,中菲农技中心经过三个阶段近二十年的合作,已经成为两国农业合作的示范项目。项目在菲推广商业化杂交水稻22.65万公顷,直接及间接惠及农户13.4万余户,促进粮食增收3.08亿公斤。成套项目方面,中方于2014年完成了阿格诺河综合灌溉项目,为3万多公顷农田提供全年灌溉服务,有效提高当地农业综合生产能力。赤口河泵站灌溉项目有望于今年年内完成主体工程,项目建成后将有效解决卡加延省及卡林加省共8700公顷农田的灌溉问题,惠及当地4000余户农民。物资援助方面,中方承诺的1万吨援助大米正在陆续抵菲,20万尾东星斑鱼苗已分两批抵菲,物资项目聚焦民生、直达基层,惠及百万余户民众。人力资源开发方面,中方每年向菲提供近百个农业领域官员和技术人员培训机会,农业是参训人数最多的领域,共促成400多人赴华培训,近200人参加线上培训。中菲农业贸易发展迅速。近年来,中国稳居菲农产品第三大出口目的地,从菲农产品第五大进口来源地跃升至第二位。今年以来,菲香蕉、菠萝对华出口稳定增长,菲香蕉已占据中国一半市场份额;部分菲农产品对华出口实现翻倍增长,椰子及其制品更是增长了10倍。杜特尔特总统执政以来,中菲签署了多份检验检疫要求议定书,菲实现新鲜椰子首次对华出口,也成为第一个对华出口鳄梨的亚洲国家。目前,双方正在研究推动更多菲农产品进入中国市场。中国对菲农业投资持续增长。中国在农业领域具有较强优势,可以较好满足菲农业发展必要的物资、技术以及装备需求。目前,中国稳居菲第二大外国投资来源地,在菲开展农业投资活动的投资主体以民营企业为主,经营方式从贸易型扩散到生产、加工等领域,经营范围主要包括水稻种植、饲料生产、农机贸易、海水养殖等。中菲农业合作惠及双方,有力促进了菲农业发展,也满足了中国市场需求。从刚才播放的视频中,我看到了一张张笑脸,感受到了两国人民从农业合作中获得的成果及其发自内心的喜悦。上周我在个人脸书账号上发布了一篇关于水稻的帖文,至今浏览量已经超过110万,我也从众多菲网友留言中感受到了菲民众对农业的重视以及对中菲农业合作的热情期待。上周五,杜特尔特总统同习近平主席通话时表示,希望两国农业领域务实合作取得更多成果。这反映了双方的共同期待。中菲国情相似,两国农业互补性强、合作潜力大。中国用世界9%的耕地,养活了世界20%的人口。中国农业科技整体水平不断提高,农业现代化取得长足发展。菲律宾农业资源丰富,在热带农业方面具有优势。中方愿与菲方一道,深入落实两国领导人共识,推动“一带一路”倡议和菲方发展战略深入对接,不断深化和拓展农业领域务实合作。我们在缅怀袁隆平院士的同时,希望有越来越多像袁院士一样的有识之士,投身于两国农业及其他领域务实合作,让中菲传统友谊薪火相传,更好造福两国人民。预祝此次论坛圆满成功!谢谢大家!

Ladies and gentlemen,
Dear friends,
Good afternoon!Let me begin by thanking the Federation of Filipino Chinese Chambers of Commerce & Industry Inc. (FFCCCII) for organizing this momentous event. This forum is to honour the memory of Prof. Yuan Longping, known as China’s “Father of Hybrid Rice”, and take stock of the agricultural cooperation between China and the Philippines. Prof. Yuan devoted his life to the research of hybrid rice and helped billions of people around the globe achieve food security. He is a hero of China and the world. It is particularly worth mentioning that Prof. Yuan had long been dedicated to China-Philippines agricultural cooperation and visited the Philippines for more than 30 times. Today, while we are commemorating Prof. Yuan, I would also like to take this opportunity to pay our high respects to all those who have committed to the friendly cooperation between China and the Philippines.The agricultural cooperation between China and the Philippines has a long history. The introduction of China’s hybrid rice into the Philippines has vigorously promoted our cooperation in agriculture. In 2016, witnessed by President Xi Jinping and President Duterte, Action Plan on Agricultural Cooperation between China and the Philippines was signed, marking a new phase of our agricultural cooperation. Our G-to-G agricultural cooperation projects have yielded fruitful results and our agricultural trade and investment have grown steadily and rapidly in recent years. Here, I would like to share with you some facts and figures, which demonstrate the encouraging progress and strong momentum of our cooperation.—The Philippine-Sino Center for Agricultural Technology (PhilSCAT) Program has run for nearly 20 years, cultivating 226,500 hectares of commercial hybrid rice, boosting yields by 308,000 tons and benefiting more than 134,000 farmers.—The Agno River Integrated Irrigation Project has provided irrigation services for 34,450 hectares of farmland all year around in Pangasinan.—The Chico River Pump Irrigation Project, once completed, will irrigate 8,700 hectares of farmland and benefit more than 4000 households in Cagayan and Kalinga.—The Rice Donation Project is delivering 10,000 tons of rice to benefit around one million households in the Philippines.—The Leopard Coral Grouper Seeds Donation Project has provided 200,000 seeds to the Philippines in two batches.—Over 400 Philippine officials and experts have attended training courses in China and nearly 200 Philippine officials and experts have received training online from China.—China has become the third largest export destination of the Philippine agricultural products, and the second largest import source of agricultural products of the Philippines.—Philippine bananas have accounted for more than half of the market share in China.—Philippine fresh coconuts have entered the Chinese market for the first time, and the Philippines has become the first Asian country to export avocado to China.—China remains the second largest source of foreign investment of the Philippines, with its investment in agriculture continues to grow impressively.China-Philippines agricultural cooperation has benefited millions of people from both countries. Watching the short video a moment ago, I could feel the happiness of people for the agricultural cooperation through their smiling faces. Last week, I posted a text about hybrid rice on my Facebook account which has attracted over 1 million viewers and active comments. From the comments I could feel the enthusiasm and expectation of many Filipinos for the promising future of China-Philippines agricultural cooperation.Last Friday, during the phone call with President Xi, President Duterte said that he hopes that our bilateral practical cooperation in area such as agriculture will achieve more results. China and the Philippines are highly complementary in agriculture and have great potential for cooperation. China feeds 20 percent of the world’s population with only 9 percent of the world’s arable land. The Philippines has advantages in tropical agriculture. China is willing to work with the Philippines to further implement the consensus reached by our leaders, synergize the Belt and Road Initiative with the Philippines\' development strategy, and deepen pragmatic cooperation in agriculture. We hope more people from our two countries will be committed to our bilateral cooperation like Prof. Yuan Longping so as to bring more benefits to our two peoples and pass on our traditional friendship from generation to generation.To conclude, I wish this forum a complete success.Thank you and Mabuhay.
