几时才需要给房产税？

我在2016在玛卡提买了一间公寓。和银行借15年房屋贷款。没有房产证，我需要每年给房产税吗？我问过公寓管理处，他们就和我说，地产商会负责。我要怎样才知道我几时才需要给房产税？
